During 1989, when the People’s Movement-I was taking momentum, the neighboring country had put forward some conditions to King Birendra aimed at taking control over Nepal’s sovereignty and turning Nepal into its protectorate.

If the King had accepted those conditions, then the Panchayat system would not have ended. But the King replied, “It’s better to surrender to my own people rather than surrender to an outsider.” And King Birendra announced that a referendum Janmat Sangraha (Referendum) would be held, where he wanted his people to choose whether they wanted “Mutli-party Democracy” or a “Reformed Panchayat System”. The vote went slightly in favor of the existing Panchayat system, but with reforms.
